By 9 a.m. on any working day, there is already a line outside Keshar Mahal. Half the students standing in it do not need to be there. They could have finished most of the process from a phone in Butwal or Pokhara.
The No Objection Certificate is a single piece of paper from the Ministry of Education, Science and Technology, and yet it stops more files at the last minute than almost anything else we see. Not because it is hard to get. Because students leave it for the final week.

What is the NOC and who actually needs it?
The NOC says one thing: the Government of Nepal has no objection to you studying a specific programme at a specific institution in a specific country. Every Nepali student going abroad on a student visa needs one.
It matters at two gates. First, your bank. Under Nepal Rastra Bank’s foreign exchange rules, no bank will convert your rupees and send tuition abroad without seeing the NOC. Your loan can be sanctioned, your fixed deposit ready, and the bank manager will still slide the form back across the desk and ask for it. Second, the airport. Immigration officers at Tribhuvan can ask for the NOC when a student leaves Nepal for the first time on a student visa. Most are asked. Do not test the exception.
One more thing families miss: the NOC is tied to the institution, not to you. Change your university after getting it — even within the same country — and you need a fresh one.
Where do you apply — Keshar Mahal or online?
Both, in practice. The Ministry runs an online NOC system where you register, fill in your details, and upload scanned documents. That part you can do from anywhere — Ghorahi, Banepa, your kitchen table. As of early 2026 the portal handles most of the process, and many students receive the certificate digitally without standing in that queue at all.
Some cases still get called in. Unusual programmes, name mismatches, missing documents — those end up at the counter at Keshar Mahal in Kathmandu, near Thamel. If you do have to go, go early, go with originals, and go before you book anything with the bank.
Apply only after you hold an unconditional offer letter. The NOC names your exact course and institution, so an application based on a conditional offer or a guess will come back to bite you.
What documents do you need?
The core file is short. As of early 2026, expect to submit:
- Your offer or acceptance letter, showing the course name, duration, and fees
- Academic certificates and transcripts — SEE, +2, and your bachelor’s if you have one (TU, KU, and Pokhara University transcripts are all fine; what matters is that names match)
- Citizenship certificate and passport copies
- The university’s fee structure or an invoice, so the Ministry knows what amount you will be sending
Scan everything clearly. A blurry transcript photo taken at night is the single most common reason an online application bounces.
The fee is around NPR 2,000 as of early 2026, payable online or at the counter depending on how your case is processed. Confirm the exact amount before you pay — it has changed before and will change again.
How long does it take, and when should you apply?
Clean files often clear within a few working days. Files with problems can drag for weeks, and “weeks” is exactly what you do not have when your bank appointment is Thursday.
A student from Butwal came to us last year with his visa granted, flight booked, and tuition deadline eight days away. He had assumed the NOC was something the bank issued. It is not. He spent two days on night buses and one very tense morning at Keshar Mahal, and he made his deadline by a single afternoon. His father aged a year that week.
Work backwards instead. You want the NOC in hand before your bank sends tuition, and the bank transfer itself needs lead time — verification, forex approval, the actual swift. Then add Dashain. The Ministry and the banks both slow to a crawl for close to two weeks around the festival, and every October we watch deadlines collide with holidays. If your intake is January, do not let your NOC wait until Kartik.
The mistakes that actually delay files
Name mismatches top the list. If your passport says one spelling and your +2 certificate says another, fix it before you apply, not at the counter. Same for date-of-birth differences between citizenship and academic documents.
Second: applying with the wrong course name. “MSc Computing” and “MSc Computer Science” are different programmes to a government officer, even if they feel identical to you.
Third: paying a broker. There are people near Keshar Mahal who will charge you thousands to “manage” the NOC. The process is a form, a scan, and roughly two thousand rupees. You do not need a fixer. You need thirty careful minutes.
Fourth: forgetting the second NOC. Students who defer an intake or switch universities sometimes fly on the old certificate. Immigration notices.
Where the NOC fits in your bigger timeline
The NOC sits near the end of a long chain: offer letter, funds, visa, then NOC, then bank transfer, then flight. If you are still at the beginning of that chain — choosing a country, comparing programmes, sorting out funds — the certificate is not your problem yet. Sequencing is.
